Details

Ksavia is a small state about the size of Luxembourg located in the Carpathian mountains. It’s surrounded on three sides by Hungary and Slovakia in the north.

Capital: Ksarvar

Current population: About 370.000 inhabitants.

History: Ksavia used to be a territory within the Austrian-Hungarian empire. When this empire fell after the First World War, Ksavia became a nation on it’s own. A more distant member of the Habsburg family became the first Archduke. During the Second World War it was nominally a part of the Axis countries, but was not involved much in the conflict, mostly thanks to the efforts of the Archducal family. It’s most important role was to deliver coal to the war machine. After the fall of the nazi regime, it was occupied by the Soviets and the Archduke was exiled. He finally found shelter in the UK. It became officially a protectorate of Hungary until after the fall of the Iron Curtain, but in practice it was treated as just another part of Hungary.

The population revolted and Ksavia one more became a country on it’s own, though it still maintains very close links with Hungary. The Archduke in exile, Karl Otto von Habsburg, was called back and resumed his position. He was partly brought in to provide stability and the Archducal family still has the image of protectors because of their efforts in WW2. The countries government was reformed into a constitutional monarchy, but still with widespread powers for the Archduke. In 2003 Karl Otto died of a stroke and his son Rudolph became the next Archduke. He had to deal with fact that the coal mines which has sustained the small nation for so long, had been exhausted and he needed to find a way to revitalize the economy. Looking at how the other small countries in Europe managed, he called in assistance into how to transform the country into a tax haven, while still benefiting the people. Following the events of Higher Than Hope, he was declared traitor and exiled. Maria-Therese, the daughter of the Archduke is the current Archduchess of Ksavia.

Political make up: Ksavia is considered a democracy and a constitutional monarchy. The Archduke had widespread powers though. According to the constitution written in the early nineties he has the power he has among the following powers: veto any law passed by parliament, convening, adjourning or dissolution of parliament with serious reasons, initiate government bills himself and officially appoints all officials. While all these powers are generally used with discretion, the Archduke is a vital part of the government and has a huge amount of influences.

There are three main political groups in the government. The first is the Royalist party, fierce in their support of Ksavian independence and the Archduke. Second are the Loyalist party, who strongly support closer ties with Hungary with the possibility of reunification in the future. Third and smallest is the Communist party, who wishes for a return to communist principles. Each five years there are elections for fifty seats in the Diet.

Ksavia still has strong ties with Hungary. For example, while Ksavia has a small standing army, there are several defense treaties with Hungary. There is also a kind of customs union, which allows for fairly free trade and traffic of people. Many highly educated people are educated at Hungarian universities. The situation is complex though, with Hungary having become a member of the European Union in 2004, while Ksavia is only on it’s way to becoming a member.

Economy: Ksavia used the Ksavian forint. For many years the economy was focused on the coal mining and the processing of said coal, but with the exhaustion of the mines, the economy has ground to a halt and there are currently several initiatives to revitalize the economy. Possible options are the development of Ksavia as a tax haven, the development of tourism and the use of mutants to extract particular resources in the mountains. Agriculture and forestry is still of vital importance, witht the Ksavian wine being extremely well regarded in the region, though not really well known outside it.

Society: The main language in Ksavia is a form of Hungarian. The society in Ksavia is still fairly rural-oriented with only two cities, namely the capital Ksarvar and the small city Irzit where most of the coal used to be processed.
