The Bugle was referenced in Phase 1 as having a vendetta against the costumed vigilante known as Spider-Man, but was not developed any further than that.
After the incident on Ryker's Island, the Daily Bugle published a story about the events. This led to the suspicion of their being a traitor within SHIELD. Garrison Kane managed to flush him out. Later on he convinced Ben Ulrich to back of the story for now.
