Like a sudden flare, Magneto saw the boy's electromagnetic field change, his brain aflame with new activity. Despite his initial anger, he smiled in awe. For a moment, he remembered working alongside Charles, watching a new mutant use their power for the first time. Back then, things were so simple.
Today, however, it was war.
A young mutant from Mexico manifests his power; the ability to create earthquakes. And when Magneto kidnaps him and takes him to San Diego, things will never be the same.

Plot Summary
Julio Richter is an ordinary Mexican teenager living in the city of Guadalajara with his father. Unbeknownst to him, he is shortly about to manifest an ability to manipulate seismic waves. For the past several months Magneto has been tracking the source of the tiny earthquakes Guadalajara has been experiencing all year, and he traces their source directly to Julio.
When Julio's distraught girlfriend tries to convince him to run away with her, Magneto steps in and causes a car accident that triggers Julio's powers, and Guadalajara is rocked by a pretty sizable earthquake. Julio wakes up several days later in the hospital to find that Felicia is dead, he is a mutant, and Felicia's husband is not pleased. Julio's father, Luis, contacts Nathan in order to send Julio to Xavier's.
Before Nathan can arrive, however, Magneto kidnaps Julio out of his hospital bed; killing a security guard in front of the boy and threatening to kill more people unless Julio comes along quietly. Nathan arrives the next morning to find Julio gone and distraught Luis, who tells Nathan that Julio was taken by a "man in a red helmet." Nathan calls for back-up.
The X-Men rally a full team together; including David Haller, who wears the leathers for the first time, to retrieve Julio as Xavier tries to find the boy through Cerebro. They arrive in San Diego on the morning of July 5th, and split up to look for Magneto and Julio. There is a brief scuffle in the marina as Magneto distracts a small team of X-men and takes off with Julio in a boat to a sunken oil platform several miles off the Californian coast. Magneto raises the platform and torments Julio until the boy reaches a breaking point. A team of X-Men, including Cyclops, Rogue, Cable, Nightcrawler and Juggernaut arrive to try and stop Magneto and save the boy, but Julio's control slips and he ruptures a fault line, causing an earthquake measuring an 8.3 on the Richter scale to level San Diego.
The remaining X-Men on the shore scramble to do damage control, while Magneto almost drowns Julio as a distraction to help him escape. And the ruptured fault line causes an underwater landslide, which in turn creates a megatsunami. The X-Men rally on the beach along with Julio, and Cyclops has Cable, Phoenix and Haller try to stop the tsunami. Only when Haller tears off the psychic inhibitors on his power are they able to turn back the wave. Storm, Iceman and Sunfire take out the secondary waves of the tsunami, with Sunfire using Kick for the first time to help repel his. Polaris also creates an EMP wave to take out all electronics in the area to keep news crews from catching footage of Julio.
Meanwhile, there is something very wrong with Haller. The psychic limiters on his power were also locking away two of his DID personalities, and they in turn take out and incapacitate Phoenix, Cable and Polaris, and set Rogue on fire before they are subdued by Juggernaut.
With the tsunami stopped, and half the team injured or burned out, the remaining team scrambles to help with the relief effort. Red X is called up, and many from the mansion volunteer to help clean up San Diego. Julio is taken back to the mansion, where he will become a student. Haller is also taken back, as he must re-learn how to deal with his personalities.
The damage has been done, both physically and politically, as the rest of the world now has a new reason to fear mutants, and what they can do.

The Rictor Effect happened because of an incomplete idea by Tapestry and Nute, and the two remembering that Azzy wanted to bring in Julio Richter as a character. The comparisons to 9/11 were completely unintended by the plotrunner.
