Fred Duncan is the Deputy Assistant Director of Investigations for the FBI, specifically tasked to mutant and mutant-related crime.

Biography

Alfred 'Fred' Amos Duncan was born in Chicago, the youngest of three to a five generation Chicago police family. Duncan's great-great grandfather was one of Chicago's most successful detectives during the First World War, and since then, there hasn't been a single year without a Duncan serving on the CPD.

Unlike his two brothers, Fred was slim, built along his mother's Dutch ancestry. He was intelligent and quick-witted, earning several awards through school. Instead of following his brothers to the police academy, Duncan won a scholarship to Loyola University and spent the next five years there, completing his law degree. Following his graduation, he declined to go into practice, instead surprising his family by enrolling in the police academy as well.

Duncan quickly established himself as a natural police officer. He lacked the size and brawn of the normal patrolmen, but his quick mind and uncanny insight soon earned him promotion to detective at young age. Duncan specialized in fraud and white collar crime, where his intelligence and law degree served as the basis for a number of successful investigations. It was when he brought down a complex Ponzi scheme who's orchestrator was a low-level empath that his career gained notice. The perpetrator's powers hoped his pitch to convince would be investors, and Duncan's careful and thorough investigation earned him a successful conviction and a couple of weeks of tabloid coverage. As a result, Duncan picked up the unofficial label of 'Mutant Cop', and soon any crime believed related to mutants ended up on his desk.

Duncan was recruited into the Federal Bureau of Investigations just before his thirtieth birthday, and excelled at the FBI Academy at Quantico. During which, he became one of less than fifteen hundred agents to have ever shot a 'possible' (perfect score) during the marksmanship qualifier since the school opened. Duncan started in fraud investigation, but was quickly moved to the position of a roving agent, consulting on mutant related crimes. Almost accidentally, Duncan became the chief authority in law enforcement on dealing with mutant crimes and crime scenes.

Fred Duncan is an amiable personality who is both well respected and liked throughout the police community. Despite his lack of street experience, Duncan has shown his personal bravery in numerous occasions, and his easy going manner always earns him a great deal of local cooperation. Duncan has managed to sidestep a great deal of the traditional inter-agency feuding traditional between the FBI, CIA, and the Service, often exchanging notes unofficially with both other specialists. Duncan's international reputation is extremely high, and he's regarded as something of a hero by both the American administration and the international community.

He is a tragically optimistic Chicago Cubs fan.

Phase 1

The FBI

For a time, a 'mutant task force' was formed under Duncan, a combination of forensic and investigative experts who works across the country on mutant cases. It was during this time that Duncan worked with a young Academy graduate, Madelyn Bartlet who would later end up at the Xavier's School for Gifted Youngsters. Following the events of X2, Duncan's task force was dissolved, and the team split up to create and provide standardized training to all FBI agents on mutant related topics in law enforcement. Duncan was promoted to the rank of Deputy Assistant Director of Investigations, and specifically tasked to create a new branch of investigations that considered and countered the challenges of mutation.

Since then, Duncan has been involved with Xavier's school in both official and unofficial capacities. Through Bartlet, Duncan arranged for the return of Remy LeBeau, then held at a hospital in St. Louis, to the school. He tipped the X-Men off to a potential robbery by a trio of mutants that his men were not equipped to handle, placed Jennie Stavros in the mansion while pursuing an investigation in Las Vegas, and enlisted their help to stop a mutant thief.

At the request of the American and Canadian government, Duncan arranged for an RCMP officer, Garrison Kane, to work with the FBI as a special agent as a cover for his placement with the X-Men. Duncan has served as an unofficial mentor to the young Mountie on the American law enforcement culture.

As DAD, Duncan in his official capacity has worked with the X-Men during the Infectia investigation, the hostage crisis on Alcatraz, the capture of Sabretooth, the kidnapping of the President's daughters by Magnetic North, and most recently, in bringing down an American Preserver cell. Along with Val Cooper at the Secret Service, and David Langstrom at the Central Intelligence Agency, he represents one of the highest ranking mutant specialists in the American government.

Recently, Fred Duncan has developed into a considerable asset to the United States government due to his involvement in the bombing of Srinigar in India and during the attack on Manhattan. It was Duncan's resources which pieced together the proof of the bombing being a rogue attack and not an official action of the Pakistani government, preventing a war between India and Pakistan. When Manhattan was attacked, Duncan represented the highest ranking government official in the city, and used his position to organize the remaining emergency and law enforcement forces in the city into a force against Apocalypse. His 'thin blue line' is credited with saving thousands of lives, and being a major part in wrestling control of the city from the invaders.

The end of 2012 turned out to be a busy time for Duncan. He was part of a meeting discussing the Genosha situation, which reluctantly agreed there was nothing to be done to aid Xavier's people without international incident. In September, he sent Agents Brand and Garrison to Minnesota to investigate a biker claiming to be Thor. When this mission took a turn for the worse, Duncan was forced to suspend Garrison while the Bureau investigated the shooting. The investigation was looking bad for Garrison, but thanks to SHIELD's and Brand's interference, Garrison's job was saved, and Duncan was able to reinstate him. In November, he and the FBI money laundering division assisted Adrienne Frost in setting up the Hellfire Club, resulting in a sting which seriously hindered their underground activities and the Black Court influence.

Phase 2

Following M-Day, Fred's job became much more difficult. Open hostility against mutants meant that his options were more limited, and he had to be more circumspect in involving the X-Men. He remained Garrison Kane's boss, however, and did his best by the Canadian. When Garrison was suspended following the Ryker's Island incident, Fred arranged for Garrison to be able to "redeem" himself by giving him an informal assignment to uncover a SHIELD leak. Armed with that knowledge, Fred was able to have Garrison reinstated with the FBI, and soon assigned him to another difficult case - a potential serial killer in St. Louis.

Powers/Abilities

None. As DAD, Duncan is one of the highest ranking members of the FBI, and can call on the vast resources of the Bureau. He is considered one of the finest investigative minds in the Bureau at this time, and often receives the most difficult cases as a result.

Duncan is an expert pistol marksman.
